It is a Chaos corrupted Inquisitor with delusions of grandeur whose endgoal is to travel back in time and become the God Emperor of Mankind because he is the only one with the wits and brains to be the God Emperor of Mankind.
Of course whatever they are plotting is nonsensical, the whole enterprise is nonsensical, that's the point.
