Ok, so the power tzeentch firestorm has the rules text:

"If manifested, select an enemy unit that is within 18" of the psyker and visible to him. Roll 9 dice; the enemy unit you selected suffers a mortal wound for each roll of a 6."

Since the look out sir rule is specifically against shooting attacks, does this mean that I can use this power to snipe a supporting character who is hiding behind his own troops, assuming can draw line of sight to him?

The Look out sir rules don't apply.

Even if the psychic power was "targeting", Look out sir says
Models cannot target a unit ... with a ranged weapon...
(emphasis mine).

Psychic powers are not ranged weapons.

Ranged weapons are defined in the core rules, under the heading Ranged Weapon Types:

There are five types of ranged weapon: Assault, Heavy, Rapid Fire, Grenade and Pistol.

I am aware of that, and I was just confirming that I had read and understood the rules correctly and that the power could do what I thought it could do.

Good luck. Unfortunately, Tzeentch Firestorm is a rather lackluster psychic power. There is about a 17% chance of generating 3 or more Mortal Wounds with it. Basically, it is Smite with a nearly impossible chance for spike damage (less than 1% change of 5+ Mortal Wounds).

true, but smite is a "closest unit" power without the optional targeting, and having a option that can hurt a support character that is otherwise hard to get at without something that ignores Look Out, Sir is a useful trick.

plus, its the Tsons, they arent exactly setting the meta on fire at the moment.

You've stumbled onto a sneaky tactic, my friend! Since the Tzeentch firestorm isn't a shooting attack, it seems like you can indeed target that supporting character hiding behind his troops, as long as you've got that line of sight.
