Maybe its something that is still in my head from 9 edition.

Is it still a rule that reserves and deepstike need to be done at least
in turn 3 or they are destroyed. If it still is where do i find the rule for it.

It is not a general rule, but many missions include this rule in the mission rules.

But there is notting in the mission cards from the 10th edition box. So its something from the past

It is in Section 8 of the Leviathan Games rules (a small fold out) that come with the Mission Deck. This section adds the part that Reserves cannot arrive in the first battle round, and that any that do not arrive by the end of the third battle round count as having been destroyed.

All you have to do is fire three rounds a minute, and stand

You DID read the folded paper thing that came with the mission deck right? That's the mission pack for the leviathan missions. Aka equilavent of the first pages in 9e chapter approved.

You'll find the "no reserves turn 1" and "max half the units in reserves" there as well.

You need to read all the rules if you want to know all the rules
