Subject: Overwatch and moving units on opponent's turn.. what comes first?

While looking at the grot tanks, I see they can make a 6' move if an enemy unit moves within 9'.
I was thinking of equipping them with skorchas, which have a 12' range, so the question arise:
That move comes after or before overwatch?
Can I shoot overwatch and then move away to make a charge impossible? Or I must move first and overwatch second, forcing me to stay withint 12' to be in range of my guns?
There are a few units in the game with a similar rule, so I imagine this scenario is not super rare.

I do believe if multiple rules trigger at the same time the persone who has the turn chooses the order.

From the Grot Tank:
Scatter!: Once per turn, when an enemy unit ends a Normal, Advance or Fall Back move within 9" of this unit, if this unit is not within Engagement Range of one or more enemy units, it can make a Normal move of up to 6".
From Overwatch:
WHEN: Your opponent’s Movement or Charge phase, just after an enemy unit is set up or when an enemy unit starts or ends a Normal, Advance, Fall Back or
1CP Charge move.
The resolution is from Sequencing:
While playing Warhammer 40,000, you’ll occasionally find that two or more rules are to be resolved at the same time. If this occurs during the battle, the player whose turn it is chooses the order. If this occurs before or after the battle, or at the start or end of a battle round, the players roll off and the winner decides the order in which those rules are resolved.

Wasn't it added that additional rules can't be triggered by Overwatch?

That was in the Rules Commentary from day one. What's the relevance to this discussion?

If that's the case then the unit's rule can't be triggered in the first place?

No, both the units Scatter! rule and overwatch are triggered by an enemy unit completing a move action. They are separate activations not reliant on either.

Fair enough then.
