Does this mean you can only get a free stratagem on the Captains unit, with a strat that was already used by another unit?

And if you haven't used that Stragatgem by another unit already, you can't use the same one?

You can get any Strat for free.

You can, separate clause, use a Strat that has already been used this phase,

Yes you can only use the free stratagem on the unit with the captain, either a unit he is attached to or himself if he is not. It does not have to be a stratagem that has already been used on a different unit but if you want to you can get around the one use per phase rule for stratagems with this ability.

However to get two uses out of the same stratagem you have to make sure you use it on the captains unit second as the free use still counts as the one use per phase rule.
