I was playing a game agains tyranids and he play 2 biovoros and the fixed mission

No doubts, I think, about Behind enemy lines 2 model in my DZ 5 points ok but...
He told me that he could play the mines closer than 9" of my models because that mines are not set up in the battlefield(I was playing infiltrators in my DZ and you can not set up closer than 12") and also I couldn't do overwatch to them because they didn't move or set up. But in the rules say you can set up the mines up to 48" from the biovoros. That means he can not put them closer than 12"? And I can overwatch the mines because the mines are set up?
Also for deploy teleport homer you have to choose a unit that is eligible to shoot and the mines doesn't shoot that mission can be done for mine?
