It's more likely to be a baby enslaver than anything else. definitely a baby because Enslavers are HUGE
probably a pet for a Hired Gun or something? possibly neutered/suppressed in some way, seeing as an Enslaver can turn a psyker into a big fleshy Warp Portal from several solar systems away, and necromunda has a LOT of psykers...
Could it be a creature you have to fight in a new 40K Warhammer Quest? Didn't blackstone fortress have some call backs to ancient, unexplored lore stuff, like the Man of Iron?
FWIW, I think its an juvenile Enslaver, but you never know with how crazy they've made Necromunda as a setting

Do we know it's an enslaver at all? I'm kind of hoping not. That feels like an out-of-nowhere thing to include that also has some Necromunda-upheaving implications.

Not at all like that time they introduced an actual functioning STC or self-repairing Tau technology (despite Tau being the other side of the galaxy) or any of the other times they've put crazy stuff with wide implications into Necromunda because it's cool.

If we compare the designs, even though there have been dramatic shifts in design over the years, especially from 1st-3rd edition, there are still a number of common attributes that contribute to what can broadly be considered the Enslaver phenotype:
The preview image shares an awful lot of them, and though there are certainly differences from previous iterations, they're hardly more divergent from any two previous depictions compared.
Is this definitive proof? No, we won't know for sure until it's revealed.
Is it enough of a basis to make a reasonable inference that this is an Enslaver? yes
And it's almost certainly not a cat
Enslavers don’t need drop ships. They live in the warp and convert handy unprotected psykers into biological warp portals to gain access to real space.
They are the perfect bogey man for Necromunda given all the unlicenced psykering going on there.

Now I'm wondering what protections Gyrinxs (psychic kitties) have against things like Enslavers and Daemons.

I'd assume like the Vorsk'ner(spelling) from the Star Wars Expanded universe. They like use the force but are not "seen" by the force or something like that.

Surely if something as dangerous as enslavers were found on necromunda ordo Xenos or a chapter of astartes would show up and start schorching the earth

I dunno, I’m just referencing the inconsistencies and hyperbole found in 40K lore. It does veg the question when does that kind of thing happen and does it ever really happen or is it just what they want you to think.
I’m not that up on my necromunda lore and some of those entries are surprising. I always though a gang of Gretchin would be a fun addition to the wastelands
Also don't forget a lot that happens in Necromunda is happening in what's basically a very unpoliced backwater part of the Hive City. Yes the Underhive is huge, but its really not a primary focus of the city itself. Vast numbers of people work and die producing munitions and more within the factories and never have any involvement with the gang wars beneath them in the crumbling wasteland.
Plus those at the very top don't want the Imperium to come knocking at their door. They can handle one ork or a few cultists and those alien cults well that's just underhivers being poorly educated and being cultish. They will hide things
Plus don't forget for every actual chaos or genestealer cult there will be LOADS of other cults worshipping dark things or insane agendas. It's part of what sifting the actual risks from the chaff is so difficult on many worlds and is how many of the dangerous cults hide - in a sea of cults.
my understanding is that most of these things are ubiquitous across the galaxy. something like chaos or genestealers are too pervasive and too good at slipping through the cracks, so after a point, any world of notable size will have something there. even terra has genestealer cults. meanwhile, orks are incredibly difficult to remove from a planet once they have their spores there, but as long as they're dealt with quickly, it's no reason to scorch the planet. these are issues which are pervasive and absolute, and are only treated with absolution when they grow to a threatening scale (hell, without growing to that scale, they probably won't even be known about. there's just too many people to keep track of every little thing)
